Because of bearing effects of undergoing long-term effects and repeated vehicle loads from natural factors that seriously affect the road performance, resulting in early destruction of the pavement. But the regular cycle detection schemes are not consistent with the pavement performance; Testing frequently causes the waste of Human and resources,Testing rarely are not timely maintenance and the formation of potential safety problems, and affect the life of the road.so,it is a problem to be solved that the optimal inspection time of road maintenance.because of variability and randomness of the influence factors,This will base on the regression analysis for pavement performance parameter to research the general rules of mean and variance, and work out the optimal mean-variance model, achieve the estimating of pavement performance. prove data function, finally affirm reliability model on account of the variance. This reliability model has the completely consideration of probability distribution forms and the variability of the traffic data.Through the comparison of reliability and the reliability of the prescribed limit the propose the indexes of the best testing time with the highway.making the road detection and the changes of surface properties In uniform, reducing the number of dispensable road performance test and improve the accuracy.
