In order to ensure the safety of structure, the structure stiffness should be increased in traditional seismic design. The specific measures are to enlarge the structural section or set the shear wall, which will lead to an increasing of the building materials and dead-weight, and the seismic effect will also enlarge. The combination of seismic isolation and energy dissipation will greatly reduce the seismic response.The base isolation technique is to set the isolation layer between the upper structure and the foundation. The deformation of the isolation layer will decrease the seismic force transferred to the upper structure during earthquake, this mechanism reduces the acceleration and deformation response of the structure, then the structures were protected from earthquake damage.Structures with energy dissipation device have the following advantages: Firstly, the seismic response of the upper structure would be effectively reduced; Secondly, the upper structure would be still in the normal elastic state when the ground is shaking violently, which can effectively protect the structure and the internal equipments from destruction; Thirdly, the design of upper structures would be more flexible; Fourthly, the repair after earthquakes would be convenient.Based on the above advantages of isolation and energy dissipation structure, a three-dimensional finite element model, namely a 14-storey steel-concrete composite structure, was established by the software SAP2000V15. Two natural earthquake waves and one artifical earthquake wave were selected to study the seismic behavior 14-storey structure. And then, the model of the steel-structure with and with at the energy dissipation device are compared, at last the damping effect and the optimum arrangement of the structure are studied.
