Emergency logistics is a special kind of logistics activity when the e mergency situation happens. With the development of economy, the way to deal with emergency event is changing, and the emergency logistics also has new features. It should not only consider how to reduce the costs of delivery but also how to ensure the timeliness of delivery, to reduce the influence of emergency. Emergency logistics vehicle scheduling problem is the key to the optimization of emergency logistics, so it has a great practical significance to research the optimization allocation of multi-objective emergency logistics scheduling.Based on domestic and international research, in order to solve the problem of emergency logistics, this paper analyzes and discusses the optimization solution of emergency logistics scheduling. The main research includes:Firstly, this paper discusses the background and significance of emergency logistics scheduling, and analyzes the special attributes of vehicle scheduling in emergency logistics, and puts forward the overall framework of emergency logistics scheduling optimization system, which is described the working process, technical architecture and function modules of the system in detail. Implementation of the emergency operation of the emergency information, emergency cases, emergency model for all aspects of management.Secondly, we proposal a method of case retrieval and matching based on AHP and NN. Due to the complexity of the emergency logistics-scheduling problem, it always need reference the decision of the old case, and then we make a decision according to the actual situation. This paper presents a method of case retrieval and matching based on this problem:first of all, using AHP method to obtain the case weights, once more, through the semantic distance to find the similarity between attributes, then using NN to solve the problem of the comprehensive similarity between the case and the old case, lastly, through the test shows that the method is effective for case retrieval and matching.Thirdly, we construction a vehicle scheduling model based on immune ant colony algorithm. According to the feature of emergency situation, we devote to build a vehicle scheduling model for target of biggest demand satisfaction minimum distribution costs and shortest delivery time. In the end, the model is solved by the multi- object algorithm based on immune ant colony algorithm. The method shows that the model can effectively solve the emergency vehicle-scheduling problem, and the algorithm can be used to obtain Pareto optimal solution more quickly than NSGA-Ⅱ.Fourthly, it makes the system of emergency dispatch system for food distribution system to succeed, this paper proposes a case retrieval matching method and emergency vehicle scheduling model algorithm applied to the system, to analysis the actual food distribution with BAICHENG logistics in Hangzhou City, for enterprises to solve the problem of food emergency distribution to provide a strong support.
