In the drinking water distribution system (DWDS), the chemical instability of effluent water quality is the major cause for network scaling and erosion which troubled the masses of users. However, due to the low pH value of raw water, the chemical stability is poor and the corrosion phenomenon is existing, thus, the "yellow water" problem happened frequently.The purpose of this paper is to study application of bipolar membrane electrodialysis technology, to develop a high efficient water quality regulation process to adjust tap water chemical stability. Bipolar membrane water quality regulation technology is showed as follows:sodium chloride and calcium carbonate serving as raw material, adopting the technology of the bipolar membrane, the water would direct dissociate into H+ and OH- without gas generating, low energy consumption, product sodium hydroxide could directly join the water to increase the pH of the water. Byproduct hydrochloric acid could generate soluble calcium hydrogen carbonate by leaching calcium carbonate, which would improve water carbonate balance and increase the alkalinity and hardness in the effluent, and balance the chemical stability, so as to regulate the effluent quality.Shaoxing Song Liu Ling water factory adopted the bipolar membrane regulation technology with the lime process water regulation technology in the aspects of economy, it showed that without considering the equipment investment, compared with using commodity sodium hydroxide to adjust effluent pH, bipolar membrane device has a certain better economic benefits. The method of bipolar membrane regulation technology such as to regulate effluent pH and hardness, its controllability is more strong, which could improve factory to solve the problem of excess water hardness pH. According to many researches, compared with the current slaked lime process, bipolar membrane regulation technology economy still have a long way to go, more in-depth researches would need to promote a bipolar membrane electrodialysis method of water quality regulation technology.
