Because some of the special function of public buildings, the energy consumption is larger than the average residential buildings. According to some statistics, in the whole city buildings, although there are only 5%-6% Large-scale public buildings, the power consumption of large-scale public buildings is ten times much larger than the residential buildings. Therefore, the research for large-scale public buildings helps to improve the efficiency of energy utilization, and can make some certain directive significance to the development of the energy conservation work.Evaluating the energy efficiency of public buildings will help improve operational efficiency and save energy. Firstly, in this paper, tested the most basic energy-consuming equipment (such as chillers, pumps, fans, heat exchangers), and then to evaluate energy efficiency of the air system and water system, and finally extended to the whole building. So that ultimately, public buildings were evaluated for energy efficiency analysis.This paper carried on a detailed investigation over ten public buildings in Jinan area and gained the energy consumption status and energy management situation of these buildings. The range of power consumption per unit area is 18~109kWh/(m2·a) among of these buildings, the average is 55.25kWh/(m2·a), and the average air conditioning energy consumption per unit area is 27.26 kWh/(m2·a), the air-conditioning power consumption accounts for about 50% of the whole building.Through the analysis of energy consumption data to these different types of public buildings, the energy situation of these buildings is obviously compared.And then some basic information such as'the energy consumption indicators','the constitution of terminal energy' and'the energy consumption ratio of air conditioning system'are gained. In this paper, a typical hotel building is tested and the operation status of the chiller is analyzed, and then many data that can reflect the operation condition of the water chillers are gained. Based on the MATLAB program, some curve fitting to the temperature of import and export cooling water and the COP of the water chillers are gained, and then the fitting curve is analyzed. The operation of the cooling tower in a hotel building is tested, and the tower efficiency is calculated, and then the supply and return water temperature of the cooling water and the influence of temperature on cooling tower efficiency are also analyzed. A scatter plot chart about the temperature difference of the freezing and cooling water in different months has been made and the relationship between the month average temperature and the efficiency of the Chiller analyzed.Energy-saving measures suited to the situation in Jinan are proposed, where there are present situations for the energy consumption of air conditioning system. Because of relatively hot weather in summer, large difference in temperature in this area, the heat recovery energy-saving technologies can be used in the air-conditioning system, therefore, the temperature of outlet cooling water can be reduced reasonably, the heat exchange of air-conditioning will be enhanced and air conditioning efficiency be improved.
