Themaritime traffic safety has been the focusof the shipping industry in the world for the casualties,property losses,marinepollution and other seriousconsequences caused by the maritime traffic accidents.With the deepening of economic globalization,the development of shipping industryand the progress ofinarine science and technology, the number ofships gradually increase, the scale continually expands,and speed is also rising. These series of changesformaritime traffic safety isworrying.The maritime traffic accidentsurvey by the International Maritime Organizationshows that, the crew’s lack ofvocational ability of is the dominant factor resulting in themaritime traffic accident. Therefore,it has positive practical significancefor the maritime trafficsafetyand the development of shipping industry to explore the factorsaffecting the crew’s vocational abilityand analyze the effects of it on the maritime traffic safety.Based "on the research of the maritime traffic accidents,thecrew’s professionalabilityand theirs status,this paper systematically analyzes thefactors affectingthe crew’svocationalability,establishesthe evaluation index system,and determinesthe weight of all the evaluation indexes through AHP.At the same time,aiming at the effects of basicability, professionalability,comprehensive abilityand other evaluation indexes on the crew’s vocational ability,the author consults the experts and determines the membership degree of the evaluation index.Finally,through the calculation of thecomprehensive evaluation of the crew’svocational ability, this thesissets up the evaluation system forthe crew’s vocationalability which has been proved as scientific and rational through the verification results.Furthermore, concerning the factors affecting the crew’s vocational ability, according to their physical and psychological training, thesupervision and management and the cultivation of their comprehensive ability, the authorputs forward the improvementmeasures to enhance thecrew’s vocational ability.
