Because of the main purpose is to improve traffic safety'level of local street of city, the paper makes uses of the conflict of pedestrian-vehicle to study evaluation mode of traffic safety based on TCT, as gist of traffic conflict evaluation of local street of city. On the evaluation mode, the times of the pedestrian keeping away from the passing vehicles are adopted in the potential conflict index, and the kinetic energy of vehicle impact on the pedestrians are considered in the severity index. Based on them to reduce the traffic conflict indexes to evaluate the traffic safety'level of local street of city, during the course of verifying potential conflict and traffic conflict index. The traffic conflict indexes have been verified to have reflected the traffic safety condition of local street of city and can be used as evaluation.
