The Research For Human Element In Maritime Safety

The water transportation bears over 90% goods volume of international trade. According to the investigation of interrelated organizations, over 80% accidents are attributed to the human factors. These accidents seriously affect the development of water transportation and prevention of sea environment.There is closely related between the human element and culture quality of seaman, and meanwhile it’s also related to the attention for human being. The human element definition is varied as different culture, which make the understanding of human elements are quite different. So there is not yet an internationally accepted definition for the term human element. By summing up the result in maritime region and research statistic the related data, to give a definition for human element, make sure the character and content of human element and it’s detailed form of expression, infer and summing up the influence of human element in maritime region. This article emphasizes the importance of seamen’s comprehensive abilities about human factors.This article adopts safety assessment model, gives the judgments for five problems of human factor. Give valuable suggestions to some aspects we have to enhance about safety in our shipping industry. Aim at our national conditions and educations to explain the importance of safety for navigation and indicate the shortage of our humanistic education in current. By discussing the human culture in maritime region, applying for the data statistics and safety evaluation model, it reveals human character in maritime. It also reveals the differences between our country and others in safety education. Thereby presents we should pay much attention to the human elements of sea safety, bring positive for navigation development and ship safety management, and also warn the human of negative influence for accident. We hope the authority could pay much attention to human element.
