With the improvement of living standards of urban residents in our country, the demand for domestic water is also increasing. But this trend and Water Resources of the actual reserves decreasing trend seems out of place. With the country "One family,one meter" project and "Step toll system" full ground implementation of policy, it indicates that water management department in price as a lever to urge residents to save water and start a new journey. Of course, in order to comply with the "Step toll system" policy of the country, on the basis of the existing measuring instruments based on the development of water with a water ladder accounting functions of measuring instruments have highly relevant and practical. This article is in this context to start research work.1. The traditional multi-stream rotor mechanical water meter is based on the rational distribution of the signal acquisition by the position sensor signal is converted to a mechanical base sheet to facilitate signal processing by counting methods to achieve the measurement of water consumption.2. Using radio frequency technology to RF IC card information carrier to complete the exchange of information and water meter management system. Because of the radio frequency card large capacity and the high frequency, so with one card can manage multiple meter and has a strong anti-jamming.3. In the hardware design using the device with low power consumption and low-power design techniques to ensure that supplies power for battery meter working life of the relevant national standards.4. Hardware design is based on the existing pre-paid water meters increase over time metering module to achieve the determination of the step of charging time. Table data using dual power technology, ensure the main power failure caused the loss and clocks in measurement bias.5. The use of B/S software architecture developed the corresponding business management system, with powerful, easy to operate, interactive user-friendly features.
