As one of the key links in the construction of smart grids,smart distribution networks are receiving more and more attention.With the rapid development and construction of smart distribution networks,the popularization and application of smart meter has a crucial role.Especially in recent years,the relevant parts of the state and power grid companies have formulated a series of important policies on smart meter and pointed out the future development direction of smart meter.To realize the policy guidance that all users are equipped with smart meter,the research and development of smart meter ushered in a golden age.To this end,the MengXi power grid company has actively responded to the national energy conservation policy which has formed a stable step tariff policy.However,the traditional meter is not compatible with these new functions.Hence,the single-phase smart meter based on step charge control is proposed in this paper.Firstly,based on the step tariff policy implemented by Mengxi Power Grid and the disadvantages of traditional meter,and according to the requirements of the construction of smart distribution network,the design of single-phase smart meter is proposed in this paper to meet the development of smart distribution network and efficient power marketing service level.Secondly,according to the design requirements of the smart meter,the method of "special metering chip + MCU" and the modular design idea are proposed to build the overall framework of the smart meter hardware composition,so as to improve the integration and measurement accuracy of the smart meter hardware composition.Then,the CubeSuite + development environment is used to build the overall architecture of smart meter software development according to the smart meter module design method,which includes the meter billing,communication,status monitoring,prepayment and display.Finally,the basic performance and function of the smart meter are tested.The test results show that the measurement error of the designed smart meter is within the national standard range,and the function can meet the relevant technical requirements.The single-phase smart meter based on step charge control in this paper has been applied in high tech Power Supply Bureau,which effectively improves the disadvantages of the original meter in step charge control,greatly improves the service level of power marketing,and lays a solid foundation for Baotou intelligent distribution network calculation.
