With the gradual development of science and technology, marine technology is improved rapidly, for example, varied navigation technology and systems have been invented, such as VTS、GPS、ENC、ECDIS、AIS and different types of navigation supported information is greatly increased as well. However, for different shipborne devices, the co-existence and independent development of multiple navigation system and navigation aids system, disunified standards of shore-based facilities causing incompatibility among vessels and between ship and bank, unshared information and complex operations, it is more difficult for seafarers and shore-based controllers to conduct these safety facilities and devices in a more efficient way and the practical application of these equipments will be worse, which adds more burden to vessel navigation.e-Navigation is an interactive information system so the flow of different kinds of information in e-Navigation is the most important part. Meanwhile, it is a comprehensive integrated system platform mixed with modern and future navigation systems which is also a continually promoted and dynamic concept. Therefore, it will be more suitable for shipping industry development in the future.As an important aid to navigation, Automatic Identification System (AIS) will be a significant part in the future e-Navigation. It is highly expected that an automatic service system is probably to be constructed after many application systems are integrated, which will play a great role in solving communication problems between vessel and shore-based facilities.The main completed work is as follows1. Introduce the background of e-Navigation and S-100 Universal Hydrographic Data Model, their development directions at present, analyze their future development trends and then point out the significance of this paper.2. Clarify the importance of AIS message and analyze the message structure in the latest communication solutions "VHF data exchange system (VDES)", and simply introduce the rules for creating elements directory-contents of S-100 Universal Hydrographic Data Model.3. Analyze the UML model of elements directory and create an elements directory for AIS Message according to AIS equipment.4. Use network programming language to transform part contents of AIS elements directory into pratical operation procedure and then verify its feasibility.
