With the process of urban suburbanization, stable and concentrated commuter flows are gradually formed between the central city and satellite towns in big cities. It is necessary to establish a perfect suburban commuter transport system. With high speed and large capacity, suburban railway should participate in urban public transport as the main force of suburban commuter passenger transportation. Suburban railway has just started in our country, but the problems existing in the planning and operation process make it less attractive to passengers. Therefore, the planning and transportation organization method of suburban railway is of great significance.First, the concept of suburban railway is explained from the aspects of definition, features, traffic characteristics and tasks. The suburban railway development situations in domestic and foreign typical cities are described then, from which the basic construction modes of suburban railway are summarized. Next, planning and transportation organization of suburban railway is studied from the perspective of minimizing travel time of travelers. In this section, the line and station planning models for new lines and reconstructed railway lines are established respectively; suburban railway train operation plan is given, including the type, section, cross road, quantities of trains, as well as the stop schedule plan which is optimized by a integer programming model; the other two optimization models for operation diagram of single suburban railway trains and for operation diagram of suburban trains sharing the same line with the exiting trains are established respectively. Finally, the paper analyses the planning and operating process of suburban railway, points out that the site plan, train operation plan and diagram are three interlocking stages, and discusses the influence of population distribution and population density on the whole procedure. Results show that the effect of population distribution is throughout the whole process of planning to operation, and the floating of overall population density mainly affect the design of train operation plan and diagram.
