Low carbon and environmental protection is important direction of future development. Civil building can produce lots of carbon emissions in its life cycle, and it has become the focus of domestic and foreign scholars’recent researches. In order to control carbon emissions, it is necessary to make a reasonable choice of the building schemes. However, due to the high cost of low carbon schemes and people’s wrong understanding of the concept of low carbon, low carbon development in the field of construction did not receive expected result. In this paper, the reasonable choice of low carbon construction program is studied by using civil building as the object. The author takes function, life cycle cost and life cycle carbon emissions into account and builds up a multi-objective optimization model, hoping to provide a reference for decision-making of civil building construction schemes.Firstly, this thesis analyzes the three optimization objectives of a civil building, to discuss the definition, component and calculation method of function, life cycle cost and life cycle carbon emissions. Since the cost and carbon emissions of operation phase are difficult to calculate, this paper uses the DeST software to simulate air condition system energy consumption. Next, the author builds a multi-objective optimization model based on the improved TOPSIS method, and determines the comprehensive weight of the objectives by combining the analytic hierarchy process and entropy weight method. The optimization model can be solved by using Excel software, and it can also be quickly solved by using MATLAB software. In the end, the paper proves the feasibility and applicability of the multi objective optimization model based on case analysis, proving the feasibility and applicability of the proposed model.The main innovations of this paper are:First of all, Carbon emission target is included in the optimization, combining with life cycle cost and function, which is beneficial to the optimization of civil buildings. Secondly, based on the same life cycle of cost and carbon emissions, the paper discusses the relationship between them and puts forward a new view of managing carbon emissions from the perspective of cost.
