With the increasing competition of the market environment in our country, the survival and development of construction enterprises have to adapt to the competitive environment and enhance the competition power by using the reasonable strategy and effective management. As one of the important tools to achieve the enterprise strategy, the performance management effectively enhances the competition power of the enterprises by improving the level of the performance management.The safety, schedule, quality and cost during the construction engineering project are the key factors for the success of the projects. They are independent while related. They affect each other while constraint each other. The construction process is affected by many factors, including the difficulty of the technology, the professional level of the people in charge of the management and the construction, the power of the cooperation partners, and the surrounding environment. So, the performance management of the construction project is pretty challenging during the practical implementation. The relevant data is complicated and difficult to process. If the data is manually processed by purely using the management team, the workload is heavier, the accuracy is not high, and the result is not ideal. Therefore, we need to use different methods and contents of the performance management depending on the different regions, different environments, different types and different scales of the construction projects. We need to construct a set of feasible and applicable performance management systems, based on the practical features of the construction projects and the surrounding environment. This is the motivation of the study in this paper. This paper uses the performance management process of the Shanxi Library construction project as the study case, analyzes how to apply the concept of the performance management in the construction projects in order to build and implement the performance management. It also analyzes all the key indicators of the performance management in the study case. It combines the expert discussion method, interview method, filed survey method, system analysis method, target management method, key indicator method and hierarchical analysis method to dig and extract the key indicators of the performance management and its existing problems and solutions during the Shanxi Library construction project. The first step is to determine the key factors for the success of the construction project and decide the key assessment indictors according to the key success factors. After that, break down the key indicators into the secondary indicators step by step, and at each level, decide the priority of each indicator corresponding to other indicators. Finally build the assessment and grading table based on the calculated indicator weights and the actual work requirements. In this way, we build the comprehensive performance management system for the construction projects, and refine the performance management tasks to the responsibility of each position, so that it’s not only convenient for the management team to apply the performance management to the construction projects but also it builds a set of performance management system which fits the practical features of the construction projects. The goal is to achieve the expected targets for the project schedule, quality and cost control successfully and provide the solid guarantee for the successful project management.
