Railway communication and signal is the guarantee of train running security and speed upgrade, it has became an important measure factors of the modernization development level of railways. Due to the importance of railway communication and signal, it is particularly important to vigorously promote the standardization to ensure the safety and quality of projects. With the construction of high-speed railway communication and signal projects, a set of evaluation measurements is needed for the performance of communication and signal system projects of the high speed railway. The main content of this thesis includes:Firstly, after analysis of current status of the evaluation of the foreign and domestic engineering projects and railway projects, this thesis tries to analyze features of the railway communication and signal system, after field research and expert reviews, and extract necessities of the communication and signal system integration project management of the high speed railway. This thesis aims to clarify principles and foundations of the evaluation system, determination of the factors evaluated locate.Secondly, according to the condition that the high speed railway communication and signal system integration projects are influenced by many factors, after study and comparison of the existing evaluation methods, this thesis chose methods like the experts survey process, the fuzzy analytic net process and AHP (Analytic Hierarchy Process) to establish the evaluation model. By studying of basic principles and theories of AHP, this thesis manages to define the AHP steps and calculate the weight of every index. By the studying of the basic principles and theories of the fuzzy analytic ne process, this thesis manages to establish the comprehensive model of the project.Thirdly, after the establishment of the evaluation system, in order to combine the theory with practice, this thesis aims to do the case study work with a real high speed railway communication and signal system integration project, and provide some effective theoretical supports to the project decision-making, applying, and acceptance.The comprehensive standardized construction evaluation of the high speed railway communication and signal system integration projects will be helpful to solve problems of project management, increase efficiency of project exertion and secure quality, schedule and cost controlling of the project. It will help to improve the level of high-speed railway communication and signal project management, the project management level, the competition and controlling abilities of the construction enterprises will be improved, and the theoretical system of the comprehensive evaluation of China’s high speed railway communication and signal system integration project will be supplemented.
