| As the main undertaker and direct implementer of the high-speed rail project,the construction unit has a significant impact on the level of high-speed railway project quality performance.It has a great practical significance to study how to improve the performance level of high-speed railway project from the perspective of construction unit.In recent years,the construction unit in the high-speed rail project has accumulated rich experience,achieved a standardized process management,formed a professional on-site quality inspection and assurance system,and introduced mathematical statistics and other technical methods to high-speed rail project,which made a great contribution for the upgrade of the quality performance level.With the advent of the new economic era,the social living standard has been further improving,and the quality of high-speed rail has a higher demand.Only through quality inspection,correcting the existing quality problems is no longer to meet the long-term development.The construction unit must continue to go beyond selves and optimize in order to keep a foothold on the market for a long time.Quality performance evaluation is a systematic management method of continuous improvement and competitiveness for construction units.Although many quality inspection systems and quality control processes embody the idea of continuous improvement,the construction unit has not yet formed a systematic quality performance evaluation model,the evaluation index lacks the scientific nature,and the appraisal method also has normative insufficiency.This paper attempts to construct a complete set of quality performance evaluation system for the construction unit,which includes evaluation model,evaluation index system,evaluation method and improvement model.Using the basic theory of performance evaluation and total quality management(TQM)as the theoretical basis,Using the international mature three quality awards and China’s ISO9004 standard as technical support,and combing with the status quo of the quality performance evaluation in construction units.,the research puts forward countermeasures for the current problems.Firstly,based on the TQM theory and referring to the quality award’s evaluation model of "process + result",combining the research of process factors and the concept of process control in ISO9004 standard,a quality performance evaluation model including kernel and outer core cycle is constructed,which is used to promote the continuous improvement of the construction unit.Secondly,the factors involved in the evaluation model are identified and analyzed one by one.The evaluation index is determined by the expert consultation method,the key index method and the ABC classification method,including five process indexes and one result index of first level indicator,and 23 secondary indicators were set up and the weight of the index was determined by the questionnaire of AHP.Then,because of the different degree of quantification,the process and the result indexes were analyzed respectively.Reference to the quality award evaluation model,the research established evaluation standards,scoring methods and calculation models for the process class index,and the membership function of the result class index is constructed.Then,the result evaluation standard is determined by the questionnaire,the fault tree analysis method and the arrangement chart method are used as the result analysis methods,and build a continuous improving quality performance model by integrating the Deming ring;Finally,through case studies,verified the feasibility of the proposed quality performance evaluation model,evaluation index system and evaluation methods. |
