The development of power supply information collection system is an important element of the construction of the smart power grids. And it is also satisfied with the technology development direction of the smart power grids. The smart power girds can not only balance the power requirements, but also regulate and control the power consumption mode, which helps the users to develop a habit of economizing on electricity. At the same time, it decreases the on-peak demand by the difference electrovalence, and reduce the huge capital costs of the construction of power plant.In order to satisfy the power requirements of the construction of smart power grid in china, a power administration information collection System is presented based on B/S mode. Take advantage of the modern communication technology and network technology, which realized the management of the power supply information. At first, using diverse communication network structure according to different power consumers. Secondly, the B/S mode and 3-tier architecture was used to build the master station. Finally, using cloud computing manage the power supply information. Which realized the intelligent control of the management system.The Present Paper introduces and analyses the structure of the concentrated meter reading system. Using diverse communication network structure according to different power consumers, which realized the electricity information transmission efficiently and reliably. B/S mode and 3-tier architecture was used to construct the master station, which consist of presentation layer(WEB layer)、business logic layer(BLL)、database access layer(DAL). The system was based on.net framework and C# programming language, which included five modules of system control、the user information management、electricity information management、data analysis、data management. At the same time, using cloud computing assures the safety in massive data management.The power administration information collection System is presented based on B/S mode presented meets the requirements of construction the informative, automated, interactive smart grid proposed in the Twelfth Five-Year Plan. Electricity sector and users can get the electricity information intuitively and accurately by this system, which helps to keep the balance between supply and demand and maintain the normal order of power supply, as well as improve the customer service levels.
