Research On Reconstruction Mode Of Urban Village

Urban village is a kind of unique geographical space due to the environmental effect of binary system in the process of urbanization in our country which exists within the scope of urban planning, enclosed or semi enclosed by urban built-up area but the management still belongs to rural collective ownership. At the the beginning of the industrialization and urbanization, urban village for absorbing foreign population, relieving the pressure on resettlement floating population has certain positive role. But with the rapid development of economy, urban boundary expands faster, urban village problems gradually revealed. Problems such as lack of public infrastructure and public service facilities, full of potential safety hazard, poor living conditions and complicated social security and management issues remain prominent. These problems cause great negative impact to the city’s overall image promotion and the rational development and utilization of urban space resources. Therefore, urban village reconstruction has become the urgent need to accelerate the construction and development of the city. Urban village reconstruction is a complex system engineering, which involves a wide range, difficult, long construction period. The choice of scientific, reasonable and effective the reconstruction mode in order to promote the reconstruction, improve the villagers’ living quality and living level, expand the urban development space has an important significance. The important problem which the governments at all levels should solve urgently in the process of reconstruction of the urban village is how to choose the right mode of reconstruction suitable for local conditions and development opportunity.This paper takes reconstruction mode of the urban village in city as the research breakthrough point. Firstly, it reviews and sums up the research results of urban village reconstruction and urban renewal at home and abroad, and then systematic analyses the formation reasons, negative effects and the reconstruction necessity of the urban village. Secondly, it analyses that the advantages and disadvantages of government dominated reconstruction mode, village collective dominated reconstruction mode, the developer dominated reconstruction mode, the village collective and the developer cooperative reconstruction mode. Then combined with present situation and predicament in the process of urban village reconstruction of Xincheng District of Hohhot, it proposes the optimization urban village reconstruction model of the Xincheng District of Hohhot. Finally, in view of the problems existing in the process of reconstruction of the urban village of Xincheng District of Hohhot, relevant countermeasures and suggestions areput forward such as strengthening planning guidance, improving relevant policies and regulations, innovating financing way, strengthening the system transformation, transforming government role, etc.
