The congestion problem of urban traffic has become the generalcrisis that restricted the development of big cities. Substantial increase in motor vehicles increased the load of urban roads and cause congestion problems. Severely troubled people’s travel and daily life.According to the survey data proportion of cars and buses useing the road is 15:1 at the same level of service. It can save 80% to 90% of road occupancy for public transit trip. Compared with other travel modes,public tranitconsumes the least energy and road resources. The emissions of noise and air pollution is theleast. It is a green and efficient way to travel which conform the requirements of the sustainable development strategy.The space development strategy "east to west"of Jinan resulting the structure and layout of urban development presents "strip"shape. Traffic congestion problems is particularly serious in the downtown area and hindered the development of economic seriously.The construction of public transportation is significant to the development of economic in Jinan. So the optimization and reasonable construction of public transit system, and the establishment of a scientific evaluation system for the urban public traffic is the fundamental way to solve the congestion problem in Jinan.According to the characteristics of the status development of current urban public traffic system, Paper selected many evaluation index to reflect the situation of spatial coverage of the urban public traffic from different levels and aspects. Give the quantitative methods and the threshold of grading indicators as well as the process of spatital coverage evaluation of urban public traffic.The study take Jinan for instances, collected basic geographic map of Jinan, the public traffic network maps, as well as the urban population data.Take ArcGIS as the data analysis tool, selecte main roads and secondary roads to divide the analysis unit. Useing the method of the spatial population based on urban construction land to calculate Jinan’s spatial distribution data of the public traffic demand. Then unified the result into the analysis unit. Calculate the spatial coverage evaluation index according to evaluation index system established. Evaluate every analysis unit according to rating threshold for each evaluation index. Reflect the spatial distribution of Jinan’s public traffic resources.The study find that Jinan’s public traffic resources mainly concentrate in main city within the Second Ring, and it showes a decreasing trend from the center to the periphery of the city. The service level of urban public traffic in the main city is much better than that in new town. The per capita bus configuration resources is more abundant in new town. For the public traffic routes, there is a high degree of repetitionin the main city. And the government optimal adjustment of circuits to make it services better for the urban transport system.The significance of paper is apply the principles and functions of GIS spatial analysis to the evaluation of public traffic service system. Formed a method to analysis the spatial distribution of urban public traffic,combined with relevant GIS software. Analysis and evaluate the congestion problem of urban and the justifiability of transport infrastructure’s layout. Public transit is a complex system. Using the new method evaluate the spatial distribution and coverage of the existing public traffic by fusing two cross-cuttingfield, in order to support rational planning and help expand the innovation in the transportation planning process. Thereby providing advanced technical support and intuitive data results for the evaluation of the service of public traffic.
