In a low-rent housing project under agent-construction mode, it generally contains the authorized agencies, use of units, agent units and contractors square. In this system, the construction unit plays roles which are coordinator, communicator and organizers, which is the the key factors to project smooth implementation. At present, compared with the popular and mature project management mode in the world, such as DB, PMC and so on, the legal system of the agent construction is not perfect and the theoretical system is not mature, as the agent construction system is unique and implementation of time is relatively short in our country.In particular, as there is no unified agent construction contract model, Project commissioned units tend to allocate too much risk to agent unit in the contract text taking advantage of its strong position. In addition, the market of domestic agent-construction is not mature, and the capacity of some agent units is insufficient, lack of the capabilities of contract risk management.It will not only affect the progress of the project, but also bring trouble to the development of the agent system. In view of this situation, using A low-rent housing agent-construction project as the research object, in the perspective of the agent construction unit this text will identify the factors of the agent construction management risk, develop risk lists and evaluate risk quantitatively using mathematical model based on analytic hierarchy process and fuzzy comprehensive evaluation method in order to set up the measures of risk control.Firstly, around the research purpose, highlighting the agent construction system and risk management,this paper elaborates the principal-agent theory, implicit theory and risk theory, risk management process and risk assessment method. which comprise a relatively complete theoretical system.Secondly, from the perspective of the agent construction enterprises, this paper analyzed the implementation process, project management organizational structure, contract structure and other characteristics of the low-cost housing project A in detail. According to the project management process, it analyzes the possible risks in the life cycle of agent construction contract one by one not only from the owner’s perspective but also the contractor’s, and then lists risk factors. According to the specific logical relationship,this paper will classify and sort the risk factors.Then, it will sum up 6 major categories of 25 risk factors which are policy risk, risk of the Commission unit and the use of unit, contractor risk, management risk, economic risk and environmental risk and develops risk lists.Thirdly, we use a risk list which is identified of the low-cost housing for the construction as an evaluation index. Then this paper determine the weight of each index using analytic hierarchy process and determine the risk level using fuzzy comprehensive evaluation method.Then, adopting the combined method of qualitative and quantitative methods, I conclude the risk level of the agent construction project and each factor which can provide evidence for decision-making.Finally, basing on the results of risk assessment, I will put forward some targeted measures on three aspects which are top-level planning of risk control, major risk factors and risk control of agent unit.As the risk identification and evaluation in this paper is based on subjective score, the evaluation results will be inevitably subjectively to some degree and it just provides reference and basis for decision makers. Different projects have risk index weights because of their environment, scale and technology are not identical. In addition, project decision maker’s risk preference is also different. In a result, it depends on the specific situation. However, the process of risk identification and evaluation, method and identified risk factors in this paper are universal. And it’s also suitable for agent construction of ordinary residential.The main significance of this paper is providing the thought and method of risk management for an agent units.
