Prefecture Level Garden City Construction Under The Synergy Theory Angle Of View Research

Garden City construction is to implement the scientific concept of development, accelerate the construction of urban environment and actively promote important projects of urban landscape, especially in the "Thirteen Five" period, the Fifth Plenary Session of the party’s eighteen established innovation, coordination, green, open, shared concept of development, ecological construction has become increasingly prominent status. Synergy theory is an important theory of public management, requiring government body, social organizations, private citizens and other parties to make full use of the power of their resources, knowledge, technology and other advantages, have a "total shock effect" through collaboration, to achieve "a whole greater than its parts sum "effect.In this paper, Hohhot garden city construction as the starting point, trying to use Synergy-theory to the prefecture-level city of Garden City Construction in specific areas, to explore building a more complete intergovernmental co-lateral system, the intergovernmental system and all levels of government and the longitudinal linkage cooperative system among other subjects, and proposed to build from the development goals in garden city construction supervision and management, task execution to the whole process of tracking feedback and collaborative regulatory approach from the government body, the social organization of society as a whole to individual citizens coordinated supervision atmosphere. This paper uses literature analysis, historical analysis, summarized, case studies and comparative analysis, the garden city and its construction-related concepts to define, in a synergistic theory analysis framework, it analyzes of Garden City Construction development and current situation, and based on synergy theory of constraints of garden city construction to analyze, through domestic and international garden city construction in a comparative study, learn from their outstanding experience and propose how best to achieve a synergistic effect, that promote ecological awareness encourage multi-stakeholder involvement, strengthen collaborative awareness, improve cooperative mechanism, enhance investment and co-funding and personnel, more emphasis on the leading role of science and technology, promoting innovation and collaboration to explore the prefecture-level city in the process of building garden city how to form a long-term cooperative mechanism, and not a moment of the wind, blowing hair.
