Research On Civil Aviation Public Safety Based On Closed Loop Security Management

This paper mainly based on the perspective of aviation safety management system construction, of China’s civil aviation industry aviation safety management status were analysis, find out the existing problems, draw lessons from the outstanding international aviation safety management advanced experience and case, put forward China’s civil aviation industry aviation safety management improvement measures and suggestions, in order to improve safety management level of China’s civil aviation industry.In 2007, China began to implement the SMS system in the civil aviation industry, in order to improve the level of China’s aviation safety. SMS Airlines U system construction is under the guidance of the General Administration of civil aviation planning, belonging to a group of China’s earlier, so compared with the representative of the civil aviation industry, so the paper with SMS air U for the industry’s typical case analysis. At present in our country civil aviation industry, has already started to use the SMS system, in the system construction and the implementation, has accumulated rich experience. Through the systematic management of the security work, the risk of matters to lead, and its safety management level has been improved, can effectively deal with emergencies. But SMS system in the implementation process, its management of the civil aviation industry of some of the problems are exposed, mainly reflected in the construction of safety culture, SMS initiative report system, facility management and human resources management and so on, if these problems cannot be solved effectively, had an impact on China’s civil aviation system safety operation, the threat to safety management of the future development.Paper through carries on the analysis and the research to the aviation system in the United States, Canada’s civil aviation industry, civil aviation industry in Australia and Taiwan of China based EVA Airways Safety Management System Construction and safety management measures, learn from the advanced experience and practices, from the construction of safety culture and improve the safety management system, strengthen safety supervision and evaluation system, strengthen safety corrective and preventive measures, to improve the human resources system etc. five aspects in the perspective of culture, system, system construction and personnel and improvement of civil aviation safety management measures put forward opinions and suggestions. The purpose is to provided high civil aviation safety management level and enhance the competitive strength in the international civil aviation.
