Transportation scheduling is the backbone of the railway traffic organization and an important part of railway transportation safety in production. Transportation dispatcher is not only the commander of the transportation,maintenance, engineering department,electric service and railway vehicles, but also the organizer of the people, locomotive,weather, environment and train diagram. The dispatcher is shouldering the important responsible for the transportation safety, passenger and freight transport’s organization, the national key transportation and improve the quality of passenger and freight services. And it plays an important role in the completion of the railway transport production, and improvement of the efficiency of railway transport enterprises.Due to the late development of railway in our country, as the high-speed railway developed rapidly, the existing railway also has the heavy task of passenger and freight transport. The parallel development pattern of high-speed railway and common speed railway has formed. Railway and high-speed railway have a large difference in the construction standards, institutional settings, equipment, line, train type and other aspects. High speed railway train operation dispatching command has its own characteristic. The existing management mode can not adapt to the requirements of the high-speed section dispatching command. At the same time, many equipments have comeing into use, the command requirements of the dispatcher is also higher and higher.This paper, based on the current situation of Chinese High speed Railway development, analyzes the actual situation and the related theory of the common speed railway dispatching and the high-speed railway dispatching. Through the analysis of the situation of the railway dispatching institution and the operational procedures of every post, TDCS dispatching desk for common speed railway and CTC dispatching desk for high-speed railway are compared in the aspects of main dispatching post’s duties, operating procedures and work standards. The respective key points of the common railway and high speed railway’s dispatching are pointed out. Through the development of railway dispatching system in our country, the definitions of DMIS, TDCS and CTC and their development process, the main functions and the role in dispatching are introduced.Then, the paper studies the key links of the train dispatching. And the differences of operation adjustment, construction organization, equipment operation and emergency disposal between common speed railway and high speed railway,this paper also made clear their dispatching keys.I am a dispatcher engaged in train dispatching for nearly ten years in the dispatching office of Chengdu Railway Bureau. And I have worked in a number of common speed railway and high-speed railway dispatching positions. This paper combining with my actual daily work, as well as the accumulation of high-speed railway and common speed railway dispatching and command experience, puts forward some suggestions and expectations on the development of railway dispatching with the analysis of the difference between them and makes my own efforts in the railway transport production.
