"13th Five-Year" project open China’s new urbanization road, and lead to the growth of the challenge of the city traffic. How to improve the efficiency of emergency rescue vehicles under the pressure of urban traffic has become a hot issue. The key to improve the rescue efficiency is to shorten the travel time of the emergency vehicles. Therefore the paper first proposes a priority release method to provide a more efficient priority release service for emergency vehicles at the crossroads. Secondly, we put forward an method of the emergency vehicle route planning to plan an optimal route for emergency vehicles.Finally, combining with the given priority strategy and path planning method, we design and realize a management platform of city emergency vehicles, the main work of this paper is as follows:(1) Firstly, this paper has introduced and compared the domestic and foreign urban traffic control system, designed and implemented the city emergency vehicle control platform which contains signal control, equipment monitoring, given priority, path optimization and so on.(2) Secondly, we have analyzed domiestc existing emergency vehicles given priority strategy. Then we proposed one kind of traffic network linkage given priority method of emergency vehicles. It has realized the function that reserving for emergency vehicles driving lane when the emergency vehicles did notarrive, warning on transportation vehicles, changing signal control strategy when emergency vehicles arrive, given priority. This function has shorten the rescue time.(3) We compared and analysed traditional method of path planning in China. Based on the experiment of hangzhou city taxi driving data in 2014, we redefined the weights of the path of the urban road network. This paper has proposed a route planning method based on taxi historical movement track.(4) At last, we simulated a emergency. View the fire brigade of Xiaoshan district hangzhou city as the starting point, design rescue line in the traditionalDijkstra algorithm and optimization algorithm based on taxi driving history path respectively. The two methods are analyzed and the results are obtained as follows.
