Dams are large-scale water conservancy projects with long construction cycles and high investment.In the event of a flood,a dam breach will not only bring great harm to the lives and property of downstream residents,but will also bring irreparable damage to the dam’s investment and construction.In order to deal with emergencies that pose a great threat to people’s lives and property safety,the state has improved a series of management systems and issued relevant laws and regulations.Therefore,the emergency management of dam safety is of great importance.The article analyses the current situation of dam safety emergency management and evacuation paths,and summarises some of the problems that arise in the current emergency management scheme and evacuation paths of dams in China."Therefore,this paper addresses this point by studying the influence of the environment and the ground as a starting point,and gives some suggestions based on the research results,which has certain significance for the planning of evacuation routes and improving the safety management of dams.Firstly,based on the current situation and problems faced by emergency management and evacuation paths in hydropower stations in China,combined with the specific examples in this paper,the influencing factors of evacuation paths in the context of the Lotus Hydropower Station dam failure are analysed through literature research,field visits and expert discussions,and relevant data required for dam failure flood simulation are collected.Secondly,based on the data collected,the parameters required for the model are calculated,a simulation model of the dam failure is established,the inundation area is determined,the evacuation point and the refuge site are identified according to the inundation area,the route from the evacuation point to the refuge site is obtained based on the road vector data,and the shortest path is solved using the Dijkstra algorithm.Finally,the shortest path is used to propose an evacuation plan for the residents of the downstream inundation area of the dam,which solves the problem of safe evacuation of residents after a dam failure.The results of the flood risk map and the selection of the shortest evacuation route can be used as a basis for the preparation of emergency plans for reservoir dams,which can improve the problem of inadequate evacuation of residents downstream of dam failures.At the same time,it is important to set up temporary shelters for possible high points,provide corresponding material security,provide convenience for stranded people waiting for rescue,and ensure the safety of the lives of residents downstream of the dam site.
