The frequent occurrence of emergencies has caused great losses to people’s lives and property,and emergency logistics is the main way to solve this problem.Traditional emergency logistics considers economy and timeliness,but the pursuit of the whole logistics activities of the minimum time of emergency logistics can not ensure that the more urgent needs of the disaster areas can be timely rescue.In this thesis,according to the priority of demand points,it meet the priority of materials in the severely affected areas in order to prevent the timely distribution of materials secondary losses.Based on the background of emergency rescue after emergencies,in this thesis,I took the distribution of medical supplies and rescue personnel as research goal,and implemented the route planning of emergency logistics vehicles from the perspectives of material distribution priority and economic annexation.Number of deaths,the number of injured,the number of the trapped,damaged roads area,the number and the region’s capacity were selected as a judgement of the affected point rationing priority index.The analytic hierarchy process was used to establish two kinds of material demand priority ratings of the matrix,the result was the demand of each demand point priority values.In this thesis,a vehicle path model with a time window was established,in which the demand priority value was taken as the penalty coefficient for the demand point not meeting the arrival time window,and the penalty cost was taken as a part of the objective function.Thus,the total cost was minimized when the high priority demand points was supplied in time.The ranking coding method was used to assign weights to the driving cost and penalty cost in the model objective function to obtain a new model.Genetic algorithm was used as the algorithm to solve the problem of vehicle path planning,relying on the Matlab platform to achieve the emergency logistics of vehicle path planning,and obtain the cost under the planning.In this thesis,emergency logistics vehicle routing model makes high-priority demands be delivered in time.From high priority demand distribution situation,total cost of motor vehicles and vehicle total three index comparison,the emergency logistics vehicle routing model that assign the right to driving cost and penalty cost was reasonable and effective.
