With the continuous development of urban economic construction,urban traffic congestion problem is becoming more severe, microcirculation public transit not only solve the urban residents trip of "the last kilometer problem",but also fill the blind spots of imperfect planning of urban transit network,it has become an important part of urban public transport. With the rapid development of mobile Internet, people get the information and services at any time and place because of unique instant and flexibility of mobile phone APP.The mobile phone APP is applied to the microcircu-lation public transit, it can not only present the characteristics of the flexibility of mobile phone APP, but also increase the convenience of the daily trip of residents.This paper describes the concept, characteristics and advantages of the micro-circulation public transit, combined with the practical theory to elaborate the site design of microcirculation public transit which is based on mobile phone APP. By comparing between the traditional microcirculation public transit mode and the microcirculation public transit based on mobile phone app mode,we propose two operating modes, named as commuting patterns and non-commuting patterns.we adopt the genetic algorithm to solve the route planning of commuting patterns,and use the gravity model algorithm to complete the route planning of non-commuting patterns, and gives the actual case analysis.Through the form of questionnaire survey, we collect relevant data, get the new system’s acceptance degree to the public,system characteristics and relevant analysis, to verify the feasibility and practicability of the the new microcirculation public transit system based on mobile phone app. Finally, we design an APP called"micro public transit"for the system, the software design is divided into three aspects of database design, server design and client design,and combined with the specific examples to demonstrate the effectiveness of the system.
