The sharp increase in the number of motor vehicles has led to frequent traffic congestion and air pollution in cities.In order to promote sustainable development,the country is vigorously developing public transportation.However,in the context of growing personalized and motorized travel demands,residents in low-density areas increasingly rely on cars,and traditional public transportation is facing operational difficulties.With the new urbanization process in China,there is an urgent need to innovate the public transportation service model.As a flexible public transportation system,route deviation transit has shown significant competitiveness in low-density areas since its introduction.Introducing it into China’s public transportation system can help improve its attractiveness.This paper focuses on the planning of route deviation transit routes under the “station reorganization” optimization strategy.In order to lay the foundation for the paper,the definition of route deviation transit and the system parameters are analyzed and explained.The system provides services for both fixed station passengers and reservation passengers.Fixed station passengers and advance reservation passengers are considered static passengers,while temporary reservation passengers are regarded as dynamic passengers.Based on this,we then construct a static route planning model for the demand of static passengers to generate the initial path of vehicles,followed by a dynamic route planning model for the demand of dynamic passengers that modifies the vehicle path online based on their reservation status.To solve the static-dynamic two-stage route planning model,we design genetic and plug-in algorithms.Additionally,we propose a “station reorganization”optimization strategy for static route planning to improve the number of demand responses by combining some of the demand points within walking distance of the static passengers when the reservation is rejected.To evaluate the effectiveness of the optimization strategy,we construct system performance evaluation indexes,such as passenger rejection rate,waiting time,onboard time,and walking distance.Finally,we validate the route planning model and optimization strategy through simulation cases.Our findings demonstrate the effectiveness of the proposed approach in improving the quality and efficiency of route deviation transit systems.After comparing the system performance indexes with and without the “station reorganization” optimization strategy,the results indicate that the implementation of the“station reorganization” optimization strategy can significantly reduce the passenger rejection rate while having no impact on the average waiting time and average onboard time.Additionally,the impact on the average walking distance of the passengers is deemed acceptable.Specifically,the passenger rejection rate decreased by 17.36% at a travel density of 50 passengers per period,which greatly enhances the travel quality for residents in low travel density areas.
