| Construction industry is the pillar sector of China’s economic development and modernization, which has great significance in driving the development of regional industries and promoting employment. Since construction industry belongs to labor-intensive industry with huge workforce, its growing expansion is also unfortunately accompanied by frequent accidents, which not only badly hinder construction enterprises’ production, but also cause a big loss of life and property, thus negatively influencing the long-term development of the whole construction industry and even the stability of social economy. So, for all construction enterprises, how to implement the construction safety management has become an urgent problem to be solved, requiring our focus and great responsibility.Due to the extensive management in China’s construction industry for a prolonged period of time, many practitioners have less strong construction security awareness, and our construction enterprises remains at a relatively low level in safety management consequently. In recent years, a set of laws and regulations on safe construction have been officially issued, and scholars in this relevant field also conducted some studies on the modes and methods of construction safety management. However, owing to the differences in enterprise culture and some regional factors, different construction enterprise has its own priority and focus in safety management.First Construction Engineering Group Co., LTD, Shaanxi Construction Group(hereinafter called SCEGC First Construction Group), established in 1953, holds the qualifications of national housing construction engineering, municipal utility engineering, mechanical and electrical installation engineering general contracting qualification, 5 grade-1 general contracting qualifications and 5 grade-2 qualifications. SCEGC First Construction Group also has its own provincially assessed technology research center. With the originally registered capital of 360 million RMB, now SCEGC First Construction Group has developed into a modern group corporation with management diversification. It has 200 plus construction projects annually with contract value of over12 billion RMB, and its annual construction capacity is more than 5 million square meters.SCEGC First Construction Group is an EPC turnkey contractor mainly in civil construction, together with many branches like installation, municipal works, steel structure, highway construction, chemical engineering petroleum construction, ground foundation and decoration, each of them has its own system. But any accident in each sector certainly has a negative influence on the Group’s overall business. Therefore, completely eradicating or at least reducing the occurrence of accidents count much for the survival and development of construction enterprises. Now, for SCEGC First Construction Group, it is necessary and of great significance to work out the existing problem in construction safety management, thus to formulate corresponding control measures and improve the level of safety management.This study analyzes the potential safety hazard and threat in a systematical way, then puts forward the classification and recognition methods of construction hazard, points out the law of timeliness and seasonal pattern of accidents occurrence, explores the cause for accidents from the aspects of equipment, environment and other man-induced factors like carelessness or mistakes, and provides some scientific basis for construction safety management. This study also holds an input-benefit analysis on safe construction, and the data shows that the proportion of cost to benefit is about 1:2.636, that means the security control investment is worthwhile and will certainly result in great economic benefits.This study focuses on SCEGC First Construction Group, and takes a thorough analysis on the existing problems and the possible reasons, together with some relevant resolutions on construction safety management in the hope of providing some effective references for a better SCEGC First Construction Group and other construction enterprises which has such problems. |
