TOD model encourages high-effeciency land use and high-intensity land development, and recommends good walking and cycling environment, which used for urban sustainable development. Bring TOD model into the land development of high-speed railway station area, can improve the efficiency of land use surrounding the high-speed railway station area, so that we can build a public space with good environment which focus on pulic transport(including high-speed railway). However, because of a series of problems on developing the land of high-speed railway station in China, in order to solve these problems to a certain extent, this paper will study on the evaluation and optimizing model of land use surrounding high-speed railway station area based on TOD model.Firstly, this paper introduces the research backgrounds of high-speed railway station area on land use, summarizes current research situation research at home and abroad on TOD model and land use of high-speed railway station. This paper analyzes the basic knowledge of TOD model and summarizes its characteristic. This paper defines the scope of high-speed railway station area, and analyzes the relationship betwen TOD model and land use of high-speed railway station area based on a forementioned research, and make first exploration study on the high-speed railway TOD model, providing a basic theory for intensive study on the high-speed railway TOD model. And make a theoretical analysis on the influences of land use surrounding high-speed railway station area.Secondly, according to TOD model, this paper establishes an evaluating index system of land use surrounding high-speed railway station area with 10 indexes. These indexes are chose from the following four aspects:land utilization degree, economic benefits, transportation convenience capability and service level. An evaluating method combining with FAHP and FCE is proposed. An optimizing model of land use surrounding high-speed rail station area is established based on TOD theory. This model is a multi-objective linear programming model with floor area ratio of different land use types as the decision variables, whose objective functions are maximizing total addition values from land, maximizing economic benefits and creating a good environment.Finally, this paper selects Chengdu east railway station as study case. To evaluate the land use surrounding Chengdu east railway station, and obtain the data through on-site survey and our research team’s providing. Using MATLAB optimization tools to calculate the multi-objective linear programming model, comparising the optimization results to the actual results and putting forward some improvement strategies for the future development of Chengdu east railway station.
