Through analyzing the characteristics of the comprehensive renovation program and the stages of forming quality. Perform the research and analysis on each factor which affects every stage of work quality, including man, machine, material, method and steps. Developing and implementing the residential area renovation project quality control planning and program quality control safeguards. In order to make sure the residential renovation project program construction quality to meet the design requirements, accelerating the construction project earlier implementation, developing the existing investment profits, during the design, implementation and pilot phase of the program, focusing on the usage of the targets management principle and quality assurance principle to guarantee the control of the program all the time which strictly control the design, implementation and pilot activities. Meanwhile, through introducing and implementing the overall quality management and control inside the residential area project, it enrich and enhance the professional level of engineering technical personnel, which build foundation in spreading the application of quality management and control for Daqing city as well as the whole country. It also enhances the level of quality management and quality control of the property project program manager of Daqing city.
