Since the first highway traffic in China in 1988, the road traffic has been developed in more than 20 years, the total mileage of the expressway in 2014 over 100000 kilometers, the highway network in China has gradually improved and reached the level of developed countries. With the rapid development of China’s economy, the average per capita has its own car, the growing demand for personal travel, more prominent in the domestic transportation market in the highway.Highway service area as an important part of the highway, is to protect traffic safety, ease driving fatigue, vehicle maintenance essential facilities, in the large-scale construction of the highway, the service area of the overall planning is important, the service area function is mainly based on infrastructure, including gas stations, rest areas, shopping area, maintenance, toilets, etc., to a certain extent to meet customer demand for services, such as the use of the original standard to develop new models, will make the highway service area gradually lose the service value in today’s society.From the perspective of positioning is different from the past the high-speed service area of the Corporation, this paper mainly considers from the human point of view, the introduction of foreign experience in the construction and according to the concept of modernization construction of expressway service area, with some analysis of today’s domestic and foreign development trend of functional facilities, such as logistics, electronic information industry, financial services, entertainment, advertising so, in order to find the method of selection function facilities, this paper select the representative, universal, can accept three new function more as a reference evaluation model study, tentatively proposed "function theory of demand priority", and that in the construction of facilities in the service area, according to the highway different users to determine the functional facilities demand, make new facilities expansion function reasonable, highlighting its scientific nature.In this paper, we use AHP model and KANO model to calculate the weight of each factor, and then use the KANO model to construct a set of main objective factors to construct the evaluation model, and analyze the priority of the new functional facilities. Service area functional facilities need not only access to the actual needs of the user data, the construction side can also be based on the order of the order of the need to optimize the service area in the future function expansion of the primary target. This paper analyzes the three functional facilities not fully representative of the construction of the proposed expansion of the demand, but in the paper by means of the analysis of the construction of the optimal method can let the builders in the capital, from a few, even more than a dozen of the planned expansion of emerging functions to find social benefits to enhance the maximum, the most appropriate, so that the project expansion can take into account the economic benefits of investors and users of social benefits, reduce the post operational pressure.
