Expressway service area is an important part of highway system, it providesdirectly the service of life and work convenience to the road users, which is the tiesbetween the users and the road. In recent years, with the rapid development ofexpressway construction in our country, the number of expressway service area hasincreased dramatically. Expressway service area can provide the necessary services toroad users, such as parking, resting, refueling, maintenance, catering, toilet and otherservices. In accordance with the provisions of the "technical standard of HighwayEngineering", expressway needs to build an express service area in the average per50kilometers, and it needs to build from1to3parking area. The total number of servicefacilities in our country is about5360, which includes service area and the parkingarea.The expressway service area development is too fast, the infrastructure is able tomeet the basic needs of road users, but there are some loopholes and shortcomings inthe aspects of emergency response ability. Especially, the expressway is open in freeto the public during the holiday season, the expressway is more overcrowded, theexpressway service area has also exposed much more problems in the aspect ofdealing with emergency service. Therefore, how to solve the problem in theexpressway service area emergency management has an important practicalsignificance.The paper first carries on the main function of expressway service area, theexpressway service area function divides into two aspects, the internal function andthe external function. The main internal function is parking, resting, refueling,repairing, catering, toileting, and the main external function is accident emergencyrescuing and road repairing, as so on.Firstly, through the common function of expressway service area introductionand analysis, it understands the emergency demand of road user and the possible typesof expressway service area. Secondly, it analyzes the expressway service area of emergency assessment.From the expressway service area of four aspects, monitoring and early warningability, basic guarantee ability, emergency response ability and emergency recoveryability, and so on, it builds the evaluation index system of expressway service area ofemergency ability.Finally, establishing the expressway service area emergency capabilityevaluation model, and combining with the engineering practice to analyze the case.Using the AHP to determine the service area of expressway emergency evaluationindex weight, and using fuzzy comprehensive evaluation method to analyze theexpressway of JingHa in Jilin section, and putting forward some suggestions.
