With the rapid development of urbanization and urban motor vehicles, many large cities are facing many problems such as traffic congestion, accidents and so on. Since 2004, many large cities are improving the large capacity rapid transit system, while some medium-sized cities also try, and have launched the subway, light rail, BRT. However, the rapid transit system has not brought much improvement, but to some extent, it restricts the use of conventional public transportation. There are too many competitions rather than cooperation; the network cannot play the whole function. This paper based on the national 863 project "multi-mode and multi-level ground traffic control technology" and "Jinzhong city road traffic management planning", in-depth study of the multi-mode ground transportation characteristics, adaptability and network construction methods, establish the network construction method, the load bearing capacity and the coupling degree evaluation method.Firstly, the basic characteristics of the transportation mode are analyzed, and the basic function is given. The correlation data of different cities and the adaptability are analyzed, and the choice of urban scale, economy and road network structure is given. This is the foundation for the construction of the public transport network and the evaluation of the bearing capacity and the coupling degree.Secondly, based on the actual engineering application experience and the basic characteristics of the research, from the distribution of public transport passenger flow, put forward the basic method of multi-mode ground transportation network, and put forward the mutual substitution between rail car and BRT, provide technical support for engineering application.Additionally, from the urban road network carrying capacity model, the model of multi-mode ground transportation network carrying capacity is established. At the same time, the coupling degree of the public transportation network and passenger flow is analyzed, and the model of the coupling degree is set up.Finally, based on the data of Jinzhong City, this paper includes the construction of multi-mode public transportation network, the calculation of bearing capacity and the coupling degree, which shows that the method is practical and effective.
