With the further development of power technology, the further improve demand to the quality of electricity,, it is significant in engineering and economic to carry out a comprehensive assessment of power quality, power quality improvement research strategy. Many power quality assessment indicators, each indicator variable affect weight, makes the establishment of a reasonable power quality evaluation model to assess the precise level of power quality has become an inevitable trend. The main work is as follows:Firstly, makes a summarize of the main indicators, and analyzes and compares power quality assessment methods to establish a power quality evaluation system.Secondly, a combination of empowerment law power quality assessment methods is proposed for the county power grid. This method makes full use of the advantages of subjective weighting of AHP and expert investigation, objective weighting of Entropy Law and the coefficient of variation,makes a optimization of each factor index weight in the assessment model, to give each factor composite index weights, finally get the optimal results of county power grid quality assessment. The validity of the assessment methodology has been proved in simulation.Finally, focus on the county power grid voltage fluctuation and flicker, harmonics and power quality pollution problems, studies the strategier starting from the major factors to enhance power quality. For causing voltage fluctuation and flicker EAF and other electrical equipment, its design optimization, reactive power compensation optimization, technological improvements and refining process optimization. For harmonic pollution problems, from the user side of the existing sources of the necessary control and management.
