In recent years, wind power grows rapidly in China.2014 Chinese wind power installed capacity and total installed capacity rank first in the world. Since wind power is intermittent and fluctuant, then with the rapid growing of wind power. conventional unit is unable to smooth large-scale wind power fluctuation. Due to the distribution of wind resources, large-scale wind farms were developed concentratedly in the "Three North" region where the power structure was main coal-fired thermal power units. Coal-fired thermal power is not flexible and this leads to severe wind power curtailment.State Grid Corporation has done a lot of work to solve the problem of wind power curtailment, but by the power structure and load characteristics, some areas the full load hour of wind power is still low. Therefore wind power priority scheduling is needed to achieve a comprehensive and objective evaluation.This paper analyzes the main factors of new energy consumptive limited, and based on this, proposed the new energy power generation priority scheduling evaluation index for the provincial grid. At the same time, proposed evaluation method for the electric power system contains new energy generation, and established a new energy power generation priority scheduling model based on multi-scale prediction and error distribution. Then, based on game theory, proposed the new energy power generation priority scheduling economic indicators and evaluation techniques.Lastly, wind power priority dispatching evaluation index and system is built. This project introduces function and operation interface of every module, then through the analysis of actual case, the feasibility of wind power priority dispatching evaluation system is evaluated.
