| Electric power communication network is one of the three pillars to guarantee power system safe and stable operation, is one of the three pillars of the safe and stable operation of power system. It is also an important means to ensure the power grid security, stability and economic operation. The electric power communication network can be divided into transmission network, service network and supporting network according to the function, and the transmission network can be divided into the backbone transmission network, the gathering transmission network and the access transmission network. In access transmission network, lot of service including administration telephone service, dispatching telephone service, remote control service and information network service are the stimulation service under 2M. So it is necessary to access to optimal network using traditional PCM access equipment. Thus, these services are using MSTP/SDH+PCM to transmit.In this paper, the existing service in access network is analyzed, and the networking problem is analyzed combined with predictable growth and transformation of service and the technologies of SDH, ASON, MSTP, DWDM are analyzed. A method using new type photoelectric integrated equipment to construct the network. Firstly, new type photoelectric integrated equipment is studied and the technologies of new type photoelectric integrated equipment is been introduced. Then three network program is proposed to search the best network program. At last, an example is given to study the program of access networking.The overall cost of investment is not high in this rebuild, the backbone of the loop bandwidth from the original STM-1 directly promoted to STM-16, to solve the bandwidth bottleneck long plagued.
