Power system telecommunication is the important to modern power system. It is the foundation of roboticized dispatch, marketable power business and modern management. It is the important means for insuring the security, stabilization and economy of power system. And it is also the important basically establishment of power system. At present, the network of trunk and regional has build basically, but there are disadvantages in electric power system's communication mode in country network and urban business network, for instance, the quantity of transmission information is small, the interface is complex, a large amount of communication points and a wide range of communication area, and the network access and management is weak. They cannot satisfy requirements for network of electric power marketing management information systems with multi- communication mode and path protection, so it is necessary to improve the technique of communication access network's structure. In the basis of analysis of SDH(Synchronous Digital Hierarchy) and MSTP(Multi-Service Transport Platform), and linking the framework and disadvantage of country electric power communication network in Hunan Province, taking full advantage of high reliability transmission path of 2.5Gb/s SDH backbone FOCN Fiber Optic Communication Network and data network composed of each regional dispatching, 220kV transformer substation and 500kV transformer substation. By applying MSTP technique, the paper has constructed and planed country electric power access network program in Hunan Province and equipment selection principle, the main framework includes network architect among each county bureau(and 35kV power substation), urban business office and bureau of areas. At the same time, by analyzing the technological features and availability, makes the designed network transfers integrated service effectively, such as dispatcher telephone, the power of marketing data, office MIS, televised meeting and so on.
