With the increase in car ownership, traffic congestion is not limited to the part of the road network, but from the point to regional traffic problems. The existing theory has proved that partition boundary control is an effective way to ease the regional traffic jams. As an important basis for partition control, scientific and reasonable division method of control sub-region is particularly important.Based on the National Natural Science Foundation project of "Eigen Extraction of Heavy Traffic Network and Rapid Evacuation Algorithm Based on the Temporal and Spatial Detection (No.61304195)", a division system of network control sub-region has been established under simulation and analysis of the influencing factors of Macroscopic Fundamental Diagram (MFD) and its distribution curve. Then, the division system is verified by simulation experiment. The main work of this paper is structured as follows:(1) A large-scale simulation network has been built based on matlab and vissim. Through the single variable simulation experiment, the necessary conditions for the existence of MFD and the various factors which influence the curve form has been determined. Furthermore, the relationship between the factors and their influence degree has also been clarified. As a result, these laid the foundation for the establishment of the division method.(2) Based on these factors, a multi-layered division system has been prompt. First, aiming at maximum similarity of traffic density in sub-area and minimum similarity of traffic density between sub-areas, discriminant standard has been formulated. Secondly, initial division method based on minimal spanning tree has been developed. Then, the deeper division method based on normalized cut followed, including forward segmentation and reverse merger. Finally, following sub-area dynamic combination method based on management requests has been come up.(3) Taking the network in the second ring road of Hefei as the simulation object, comparison simulation test is carried out according to the division methods of this paper and other scholars. The result shows that the method described in this article is superior to existing methods both on the rationality and accuracy.
