With the development of global economy, the competition in engineering construction market becomes fiercer and fiercer, and commercial environment continues to change, therefore, requirements from projects owners develop with variety and complexity, the uncertainty during project implementation is becoming higher and higher. As an emerging industry, the quality of high-speed railway disaster prevention and monitoring system directly relates to operation safety of high-speed railway. Under this circumstance, the traditional engineering management model can hardly meet requirements for quality management of disaster prevention and monitoring system. The continuous development project management practice, as well as modernization, information and diversification of project management methods, has provides favorable conditions for the development of quality management of disaster prevention and monitoring system.The thesis applies overall process quality management theory to engineering quality management of high-speed disaster prevention and monitoring system. Based on equipment management theory, project management theory and total quality management theory, integrating engineering practice of high-speed railway disaster prevention and monitoring system, the thesis carries out the discussion on life-cycle overall process quality management of disaster prevention and monitoring system in its design, bidding, installation & debugging, and operation & maintenance.Firstly, the thesis points out main existing problems of quality management of high-speed railway disaster prevention and monitoring system in design, bidding, equipment installation & debugging, and system operation & maintenance process, and through empirical research on problems of several built high-speed railway disaster prevention and monitoring system, argues that the serious consequences caused by these problems not only endanger the travelling efficiency and safety of high-speed railway, but also raise the system’s life-cycle cost. Then, the thesis analyzes the reasons for the above problems from engineering project management mechanism, correlative human resources construction and emergencies settlement methods.After that, based on existing problems and their causes in engineering quality management process of high-speed railway disaster prevention and monitoring system, the thesis puts forward the necessity for overall process quality management in high-speed railway disaster prevention and monitoring system. Through management process analysis and economic analysis on quality management of disaster prevention and monitoring system,the thesis constructs the management model of overall process quality management. During the construction process of overall process quality management model, aiming to existing problems in current quality management of disaster prevention and monitoring system, the thesis emphasizes the importance of continuity of project management responsibilities, consistence of management goals, regulation of system management, and requiring the operation management staff to enhance the understanding of disaster prevention and monitoring. Moreover, the thesis points out several guarantee measures for high-speed railway disaster prevention and monitoring system to implement overall process quality management, that is, form advanced life-cycle management idea, standardize quality management, enhance human resources system construction, and strengthen the responsibilities of management staff in order to make operation management staff participate the early construction management and avoid the separation of construction and management. Therefore, the excellence, reliability and maintenance of disaster prevention and monitoring system, as well as maintenance-free of certain lines can be taken as the standard to estimate the system quality management so as to regulate the management process of overall process quality management.Finally, taking Jin-Qin high-speed railway disaster prevention and monitoring system as example, the thesis introduces the application process of overall process quality management in this project, and furthermore analyze the reasons and significances of the implementation of overall process quality management in Jin-Qin high-speed railway disaster prevention and monitoring system through analysis on the successful experiences. The case of overall process quality management in Jin-Qin high-speed railway disaster prevention and monitoring system provides empirical instruction for the development of engineering quality management in China’s high-speed disaster prevention and monitoring system.
