With the rapid development of motorization, the urban center of Zibo witnesses an increasingly severe traffic jam, becoming one of the important problems restraining urban development and impacting citizens’ life. Fine traffic management and control is an intensive means to solve traffic jam.First, this paper makes a deep investigation on the status quo of traffic at the urban center of Zibo from aspects like road network characteristics, traffic flow direction, route travel speed, intersection delay and signal timing. Moreover, it summarizes the spatial and temporal distribution characteristics of traffic demand at the urban center and diagnoses existing traffic problems from three aspects including participant quality, traffic management and traffic control.Second, based on the characteristics of traffic demand & supply and key problems, this paper makes strategies for traffic signal control at the urban center of Zibo:(1) in peak hours, bottleneck reconciliation control is adopted for large-area traffic jam caused by local bottlenecks and regional current-limiting control is adopted for traffic jam caused by unbalance between demand and supply;(2) in mean-peak hours, arterial green wave coordination control is adopted for frequent stops and slow operating speed caused by the lack of coordination for arterial traffic flow;(3) in low-peak hours, real-time inductive control is adopted for the waste of time and space resources at the intersection. Furthermore, it studies and summarizes the methods to implement control strategies such as bottleneck reconciliation, regional current-limiting, arterial green wave and real-time induction.Third, according to actual data of traffic survey, this paper designs a detailed solution to the traffic signal control at the urban center of Zibo, with regional current-limiting, bottleneck reconciliation, arterial green wave and real-time induction including the selection of control region, the division of arterial subarea, the determination of bottleneck points and the design of timing plan. The control solution is downloaded via an intelligent traffic control platform of traffic police detachment in Zibo. Through a comparison of road network operation state before and after implementation of the solution, results show that average saturation lowers by 0.1 at the intersection in peak hours, route travel time reduces by 21% and stop frequency decreases by 38% in mean-peak hours, and per-vehicle delay lessens by 15% in low-peak hours.Finally, this paper makes conclusions and prospects. The research achievements are expected to effectively enhance the operating efficiency of road network at the urban center of Zibo, thereby providing important guidance for traffic management departments to make systematic and scientific strategies for traffic signal control.
