Power grid planning and design as the source of the life cycle management of the power grid is essential. However, for a long time, China power system planning and design in the planning of the economic and technological selection, due to the lack of mature and quantification method, by the expert personal experience and understanding of the power grid planning and decided, resulting in power grid construction scheme with strong subjective color. In recent years, more and more attention has been paid to the power grid asset management, and hope to build a perfect system of grid planning, and constantly improve the level of the power grid planning and the management level of the whole life cycle of the power grid,We can improve the comparability of planning scheme as the breakthrough point. In the project on the basis of classification on project benefits were identified, and the grid of life cycle cost and benefit quantification method is put forward, and skillfully the grid risk assessment theory into the scheme comparison and selection. According to the current situation of Shenzhen power grid, the quantitative benefit cost ratio and grid risk reduction value of the score proportion, selection method for Shenzhen power grid is proposed. In the trial of the Shenzhen power grid method, and select the corresponding case checking, the calculation result shows the method is practical and can play a greater utility in the network planning and design.
