In recent years, intelligence has become a new trend for power grid because the development of grid technology and the need for energy and economic development of the strategic level of each country in the world. The intelligence level of the grid has been greatly enhanced by organically integrating computer, communications and automation technology with conventional power technologies.Smart distribution and utilization as an important part of the smart grid, which is a huge systematic project and it is the traditional technical change. Smart distribution and utilization not only affect the power industry itself, but also the technology, economy, society and environment and so on. Comprehensive and scientific evaluation of the smart distribution and utilization development process help detect the weaknesses and constraints of its development, realize balanced development in all aspects and make reference proposal for smart distribution and utilization with the planning, construction, operation and management.This paper firstly introduced the concept, characteristic, function and the typical technology of smart distribution and utilization. Many factors that affect the development of smart distribution and utilization are explored from internal and external environment factors. Secondly, the technologies of electric energy storage, distributed power supply, power distribution automation, micro-grid, electric vehicle charging station and smart home are analyzed by cost effectiveness analysis method and constructed the corresponding cost-effectiveness calculation model. Thirdly, smart distribution and utilization comprehensive benefit evaluation model based on system dynamics is constructed based on system dynamics theory and methods, combined with the features which affect the development of smart distribution and utilization and cost-effectiveness calculation model, and numerical examples verified the effectiveness and feasibility of the model. Finally, the paper summarized the relevant policies and regulations of the smart distribution and utilization and made recommendations for the development of it from both the technical and management support system in order to promote the construction and development of smart distribution and utilization.
