Study On Theory And Method Of Evaluation Of Smart Grid Construction

Smart grid is being actively constructed with the pressure of environmental issues and energy issues. An comprehensive thoery and method of evaluation could evaluate smart grid construction scientifically, find the weakness, and guide smart grid construction, to achieve development in balance.Recently, there are some achivements of evaluation of smart grid,but most of them pays more attention to the effect after the completion of the smart grid rather than the process of smart grid construction. Based on the status of smart grid, the evaluation of smart grid should focus on the process of construction.This paper takes smart grid construction as its research object, and researches the process of smart grid construction deeply. Firstly, this paper has built "destination-action-effect" smart grid construction evaluation system, which conld evaluate comprehensive benefit of smart grid.Secondly, the paper has proposed an evaluation method of action stage, which is a part of the whole process of smart grid action system. The method has two levels. The first level determines the stage of smart grid construction in several part or as a whole, according to the degree of completion of stage action indicators on three stages for the time span.The other level determines the rank of smart grid construction on the present stage, which is based on the result of the first level.Based on that, this paper has evaluated smart grid construction effects. Based on five connotation of smart grid:"strong and reliable", "clean and green", "friendly and interactive, "open and transparent" and "economic and efficient", this paper selected key indicators of smart grid construction effects. And on this basis, this paper evaluated the system with analytic hierarchy process. At last, this paper has verified smart grid construction evaluation system and action phase evaluation method, with the instance of a province in northwest of China.
