Smart grid is the goal and vision of power grid development in the future, At present, the development of smart grid in the future has not yet formed a unified understanding. Some developed countries carried out a lot of research and practice in the smart grid concept, development objectives, policies and measures and evaluation methods, and combined with the domestic or local actual, the smart grid evaluation index system is proposed respectively, but the systematic and integrity is not perfect. The smart grid evaluation methods are an important academic problem, with the information technology, automation, interactive features of smart grid are more obviously, the complexity of this job will improved in future. considering the historical process of the development of China’s power grid, with the sustained and rapid development of economy and society, China’s power grid has acrossed decades development process of aboard. At present it is necessary to strengthen power grid construction and complete power grid interconnection, meanwhile to strengthen the active distribution network construction and effort to improve the level of intelligent power grid, meet the comprehensive intelligent development requirements of the main network and the distribution network. So the path of our country’s smart grid construction will different from the path of Europe, United States’s smart grid construction. Therefore, combining the actual situation of the development of China’s power grid, research and construct power grid planning evaluation index system, model and method suited to smart grid development, is a subject with theoretical value and practical significance. In the paper, on the basis of reviewing the state-of-the-art and developing trend systematically, and combined the fundamental characteristics and development features of China power grid, the efficiency, adaptability and interactivity indices of smart grid are investigated thoroughly, and the efficiency index based on equipment benefit evaluation, the adaptability based on energy saving and emission reduction, and the interactive index based on value-added services evaluation are proposed. The purpose of the paper is to provide the theoretical reference for promoting the scientific development of smart grid in China.Firstly, the construction background, state-of-the-art and developing trend of smart grid around the world are reviewed systematically, and the problems and challenges in construction of smart grid are investigated. Then, the fundamental characteristics of China power gird are summarized, and the ideas, components and applications of smart grid evaluation systems in other countries are analyzed. Compared with the existing grid evaluation system in China, the necessary of studying evaluation indices for smart grid is explained, and the fundamental framework of smart gird evaluation index system is proposed.Secondly, Based on the analysis of the development of renewable energy to power grid development, and considering on the characteristics and trends of the smart grid development in China, the basic principles of building a smart grid evaluation system are proposed. According to the basic features and basic attributes of the smart grid in China, puts forward the key from the aspects of safety, reliability, high efficiency, economy, adaptability, interaction, etc, the establishment of comprehensive evaluation index system of the smart grid, covering both the smart grid as the basic characteristics of the transmission network, and reflects the difference between smart grid and traditional power grid. According to the characteristics of the evaluation object, smart grid comprehensive evaluation system is constructed, which is based on the selection of evaluation indexes, the calculation of weights, and the model.Thirdly, a AC-DC project construction timing optimization evaluation index system, which includes economic, technical, security and stability, social environment comprehensive assessment and analysis, is established in this paper. It will be applied to evaluate the rationality and advantage of the AC-DC project construction timing program.Fourthly, the synthetical model of utilization ratio evaluation for grid equipments is proposed, in which the equipment efficiency is the core. And the equipment efficiency index, factual utilization ratio index and relative utilization ratio index are defined, which can reflect the impacts of grid operation constraint, load constraint and outage constraint on equipment efficiency. The two-layer sysnthetical evaluation method of the assets efficiency is proposed, and the effectiveness is verified with case studies.Fifthly, on the basis of analyzing the main approaches of smart grid prompting energy saving and emission reduction, the benefits of energy saving and emission reduction are analyzed classficationally and synthetically, and the idea that discriminating the benefits of each link and synthesizing the overall benefits is proposed. Then, the evaluation indices and calculation methods for power generation, transmission and utilization are built, and the effectiveness of indices and methods are verified with case studies.Sixthly, on the basis of analyzing the main characteristics of smart grid value-added services, combined with the development trend and services demand of smart grid value-added services, the paper proposed that the evaluation indices for smart grid value-added service should be built on the six dimensions which are external circumstance, profitability, society contributions, market situation, business basis and worker skills. And TOPSIS and the balanced-scorecard approach are applied into the evaluation of smart grid value-added services. At last,4 kinds of services modes which are the public information services, network trade services, power utilization management services and power utilization equipment management services are evaluated and analyzed in case studies.
