With the rapid development of smart grid construction, the demand for smart home appliances in smart grid is becoming higher and higher, which makes it very important for the residents to use energy management and control technology. But there are many problems in the current user side, and the energy management and control research is in the theoretical stage, and the lack of feasible energy management and control mechanism. In order to improve the user’s behavior and the electric quality of appliances, the control strategy of household appliances and the comfort cost model of air conditioner were formulated from the view of incentive/price in this paper.Firstly, the characteristics of mass load data and the existing data analysis method were analyzed, and a massive load data technology framework was built. They were the basis for the realization of household energy management and control. It studied the existing energy management and control technologies, and designed the function of the energy management and control system. The architecture of the energy management and control system was established in this paper.Then it selected six typical household appliances, studied their electricity law and divided them into two major categories:load regulation type and load transfer type. At the same time, it used data mining method to classify user’s load data. The users can be divided into three categories according user attributes. Based on the classification of users and household appliances, it formulated the control strategy of household appliances based on load transfer ability and load regulation ability. The control strategy had an obvious effect on smoothing load curve and guiding users.Finally, it analyzed the factors affecting human comfort degree and the comfort models, and transformed the comfort of human body into a kind of economic means—— comfort cost, which can improve the user’s behavior. The formula of human comfort index of Beijing meteorological bureau was amended in this text. Combined with the price information, it took the air conditioner as an example, the comfort cost model of the air conditioner was established. It analyzed the electric charge of air conditioner in summer and verified the control effect and economic benefits of the model.
