With the rapid development of China's economy and technology in recent years,under the traditional electricity consumption mode,the contradiction between excess capacity on the power generation side and tight electricity consumption on the demand side during peak hours is increasingly prominent.If the contradiction is solved only by the construction of the power generation side,energy waste will be caused,and if the contradiction between supply and demand is abandoned,the demand for electricity cannot be met.Therefore,it is particularly important to implement the demand side hierarchical dynamic control for load transfer,load reduction and interruption.Firstly,this paper introduces the related contents of demand-side management and demand response in detail,and briefly expounds the differences and connections between them from the perspective of users.Secondly,based on the quantification of user comfort,a load transfer strategy considering user comfort is formulated,which is the first level of demand-side hierarchical dynamic control.Among them,in order to judge the potential and ability of users to participate in load transfer,a simple classifl cation and characteristic generalization of load are completed in theory,a qualitative analysis of load time elasticity is proposed in data level,and then the effectiveness of the load transfer strategy is verified by two industries with different transfer capabilities.Finally,in order to achieve dynamic control of load transfer,load reduction and load interruption,the calculation and correction methods of user baseline load are discussed.The user baseline load is compared with the load after load transfer to determine the reduction and interruption capacity,and the interruptible load management is formulated.The model thus rationally allocates the reduced and,interrupted capacity among the users involved in the management,so as to complete the implementation of the demand-side hierarchical dynamic control strategy at a lower cost.It has been exemplified that this strategy is increasing the load rate to promote resource availability.Continuous development,reducing peak-to-valley difference to maintain the stability of system operation,and alleviating power supply and demand tension in the power industry are of great significance.
