In the rapid development of the economic society, it is also accompanied by the enormous pressure of fossil energy depletion and environmental degradation. In the face of energy predicament, new energy power, such as wind power, has gained rapid development because of its huge reserves, low carbon and environmental protection. Because of the abundant wind energy, wind power industry is developing rapidly, but there is a serious phenomenon of abandoned wind in the North of China. Based on the analysis of the causes of abandoned wind on the new energy power system, this paper proposes a proposal which is to install thermal stations with electric boiler and heat storage tank in the heating pipe network node to help the CHP units decoupling the constraint of "Thermoelectricity coupled" and increasing the peak-load regulating capacity of the power system. At the same time, because the new energy power such as wind power has the characteristics of the intermittent and volatility, which will cause certain influence to the safety of the power system stability. Therefore, this paper analyzes the small disturbance stability of the new energy power system. The main contents of the paper are presented as follows:(1) This paper proposes a proposal which is to install thermal stations with electric boiler and heat storage tank in the heating pipe network node to help the CHP units decoupling the constraint of "Thermoelectricity coupled". Meanwhile, this paper sets up a virtual power plant which includes the wind farms, the conventional thermal powers, the CHP units and the thermal stations. Through the VPP, it can achieve the control and scheduling of various units, participate in the power market competition, and obtain the greatest economic benefits.(2) In this paper, the uncertainty of wind power is represented by scene analysis method, and a comprehensive scheduling model is established. The model takes the VPP’s economic profit maximization as the goal, taking into account of the characteristics, constraints, cost and benefits of the VPP. Finally, a numerical example is used to verify the feasibility of the thermal stations and the economy of the VPP.(3) In order to ensure the security and stability of the new energy power system, this paper studies the influence of the high proportion of new energy power supply and the construction of the UHV AC and DC interconnected system on the small disturbance stability of the system.Through the study, construction of thermal stations can effectively improve the system peaking capacity and promote wind power consumptive. It provides a feasible method for the mitigation of abandoned wind in China. And different from new energy powers, the small disturbance stability of the power grid can be improved significantly after the UHV AC and DC interconnected system connected.
