Nuclear power equipment is an important component in nuclear power plant, no matter as the guarantee of effectiveness and security during the operation, or the key factor which can directly influence the expenses, schedule and quality during plant construction. It would be very important for plant construction that, how to do a good job in nuclear power equipment procurement contract management, as for one nuclear power project, there will be nearly 300 equipment procurement contracts, and the procurement costs takes over more than half of the whole power plant construction investment.The payment management is an effective means of equipment procurement contract management. The reasonable payment management model could lead a win-win situation, as the construction goes smoothly, and the manufacturing industry developed positively, by ensuring key links’ progress and quality of the design, raw materials procurement, manufacturing, acceptance test and service during contract execution, improving the level of enterprise manufacture process, technology, inspection, quality assurance and management.According to the analysis of the process and characteristics of nuclear power equipment procurement contract and investigation of supplier’s profit structure, this paper briefly analyzes the main problems of the existing payment management model, summarizes the principle of equivalence, timeliness, comprehensiveness, flexibility, security, which should be abided by, during payment management. According to the design institute and the supplier’s design responsibility division of labor, equipment contract can be marked four types: system(class A), non-standard equipment(class B), standard equipment(class C) and bulk materials(class D).This paper analyses the earned value measurement of the payment node and payment ratio of the existing payment management model, application of measuring node value, based on four typical nuclear power equipment contracts as the research objects: the condensate polishing treatment system, auxiliary supply water electric pump, warehouse forklift and nuclear safety class stainless steel fittings. By practical experience, it also gives optimization suggestion of letter of guarantee, advance payment, progress payment, delivery payment, PAC payment, FAC payment, and the sum-up principles of nuclear power equipment procurement contract payment management, according to the actual cost and earned value(AC- EV) curves, Cost Variance(CV) study conclusion. This paper further gives briefly description of payment confirmation and adjustment means during the contract signing and execution, the payment implementation action by planning the project expenses and emergency measures.With the formal resumption of nuclear power construction in our country, it would be given the expectations that the study and conclusion in this paper could practice and be improved in the new nuclear power equipment procurement contract management, and be applied to more complex and significant equipment procurement contract payment management, further popularization and application in the project equipment procurement cost management.
