| With the increasing pressure of domestic energy conservation and emission reduction,nuclear power,as an important basic clean energy in the power system,ushered in a new round of development.As a super large project,nuclear power project has many difficulties in project management.Based on the analysis of the outstanding difficulties in the current nuclear power project management practice,combined with the analysis of the quality management means in nuclear power projects,this paper puts forward a scheme to solve some outstanding difficulties in nuclear power projects by using the quality plan method.In this paper,first of all,combined with the actual nuclear power project management,two main problems and an excellent management example in the current nuclear power project management are put forward,that is,EPC interface coordination and payment management,as well as the excellent quality management example of nuclear power project.Then it analyzes the interface relationship among the three parts of design,procurement and construction(E/P/C)in the current nuclear power project management practice,the interface problems occurred in the implementation of the part interface and the management methods adopted in the current project management practice,and points out that the main problems of EPC interface coordination occur in the interface between design and procurement,but the final contradiction breaks out in the construction part.Due to the lack of smooth information transmission and problems in the current management methods,it is difficult for the construction sector to urge and coordinate the solution of the problem in the early stage,so the transmission of interface information is the key to solve the EPC interface coordination problem.In view of the current cost payment management problems in nuclear power project management,this paper focuses on the analysis of two contract modes and three payment modes used in the construction management of nuclear power project,points out the advantages and disadvantages of the current contract mode and payment mode of nuclear power project,and the common problems in the three payment modes,namely,the payment progress and construction progress of nuclear power project The key to solve the payment management problem is to get the accurate data of the workload and work progress of each working face in time.Finally,combined with the analysis of the characteristics of the quality plan method in nuclear power projects,the paper puts forward a scheme to solve the EPC interface coordination problem in nuclear power projects by using the quality plan method,and according to the management characteristics of nuclear power projects,three quality plan templates based on the procurement package are prepared;at the same time,by adding cost data to the quality plan,the data is used for the construction progress payment Payment,a method to solve the deviation between construction progress and progress payment in nuclear power projects.In view of the above solutions,the author organized the personnel of design,procurement,construction management,schedule control,business management and other related disciplines of a nuclear power project to discuss.The personnel participating in the discussion agreed that the above method is an effective means for EPC interface coordination and cost management control of nuclear power projects,which can be tried out in some procurement packages or some bid sections of nuclear power projects in the future In order to further revise the scheme and summarize the experience to accumulate experience for large-scale application.. |
